No. Used parcels must be handed over unsealed so the traveler can inspect them before pickup.
Is the traveler allowed to inspect the parcel?
Yes. The traveler has the right to check the parcel contents before accepting it, to protect themselves and comply with the law.

Once the contents are verified, both parties can reseal the parcel together before the trip begins.
